HC notice

ITANAGAR, Nov 13: The Itanagar Permanent Bench of Gauhati High Court (HC) has issued show cause notice to Union of India & Ors. for  earth cutting and destruction of natural resources in the name of construction of road from Reru to Ring Road via Mide, Lower Subansiri without acquiring the community land and obtaining consent from the private/individual land owners.

This order has been passed by the HC on writ petition filed by Duyu Tayu @ Jimmy Duyu and others seeking halt in construction of the road from Reru to Ring Road via Mide under Lower Subansiri on the community and individual private land. The petition also appealed for action against the Executive Engineer,PWD, Ziro Division for ‘misleading’ the High Court as well as to direct the respondent authorities (Union of India & Ors) to give petitioners equitable share of the work in formation cutting of the construction of road from Reru to Ring Road via Mide.

The court after hearing the petition issued the notice returnable within three weeks.

 

ACWU extends support to AAPTWA

ITANAGAR, Nov 13: The Arunachal Construction Workers’ Union (ACWU) has extended its support to All Arunachal Pradesh Tribal Welfare Association (AAPTWA) in its movement for granting ST status to Mishing and Deori communities residing in the state.

In a release, it said, they should be granted ST status on humanitarian ground and for the feeling of oneness.

As per presidential order 1950, Deori and Mishings are Scheduled Tribes. They are not refugees like Chakma and Hajongs and foreigners like Tibetans and Bangladeshis. Arunachal Deoris and Mishings have the right to claim their constitutional rights, they said.

 

DC visits TAH construction work

SEPPA, Nov 13: East Kameng District Deputy Commissioner, Tarin Dakpe along with ADC and LRSO visited Bana inspected the on going construction works of the Trans Arunachal Highway (TAH) and instructed the executing agency to complete it within this winter.

During interaction, the DC instructed the executing agency to start the maintenance works of the existing road from Bana to Seppa which the latter had assured to complete within 10 to 20 days.

The DC also explained to the PRI members, GBs and senior citizens about the importance of early completion of the TAH.  DIPRO

 

AAPYWA resents delay in construction of DC office

ITANAGAR, Nov 13: All Arunachal Pradesh Youth Welfare Association (AAPYWA) has questioned the delay in construction of office of the Deputy Commissioner, Capital Complex at Naharlagun even after one years of dismantling of the old office.

“The present DC office here is not convenient for public and the road is also not suitable as it is very narrow and is not comfortable for transportation. It is also risky for the school going children of Gyan Ganga School,” said AAPYWA in a release.

Seeking to know the reason for the delay within 30 days, the association  threatened to launch democratic movement if the CS fails to come up with a reason within the timeframe.

 

District Level Monitoring Committee meeting held

CHANGLANG, Nov 13: District Level Monitoring Committee meeting held here today reviewed implementation of various ongoing centrally sponsored schemes, like NLCPR, NEC, RIDF, BADP, SPA and MSDP etc. in Changlang.

Presiding over the meeting, Deputy Commissioner Chanchal Yadav stressed on proper implementation and timely completion of all the schemes by maintaining quality in work.

Touching upon agriculture sector, she emphasized on double cropping system for increase in production and economic benefit. She also informed that disability certificates will be provided to identified PWD persons on November 14 so that they can avail the benefits under the Chief Minister’s Disability Pension Scheme. The children with special needs will also be provided with spectacle and other assistive devices.

Earlier, SK Sharma, DPO explained in detail through power point presentation on various schemes central and state sponsored schemes.

USCF meeting held

ITANAGAR, Nov 13: The general body meeting of Upper Subansiri Christian Forum (USCF) was held at Town Baptist Church, Tapang Gyama Colony, Daporijo on November 11.

The meeting chaired by USCF president Chapu Makcha and attended by delegates from various denominations, including Christian Revival Church, Baptist Church Bn. Complex, Baptist Church GREF Line, Presbyterian Church, Seven Day Adventist Church, Roman Catholic,  adopted few resolutions, which included conduct of Interdenominational Mass Carol, crusade once in a three year, fellowship once in a month etc.

SC-appointed local boundarypanel visits Papum Pare areas

ITANAGAR, Nov 13: The Supreme Court (SC) appointed Local Boundary Commission has visited Gumto and Kimin in Papum Pare and Dollungmukh in Lower Subansiri districts of Arunachal for inspection of the boundary with Assam.

The Commission headed by Justice (retd) Tarun Chatterjee yesterday went to the areas to assess the ground reality.

The team went around the inter-state boundary at Taraso under Balijan circle of Papum Pare district, official sources said.

Besides commission members Kamal Naidu and SP Goel, the team included Arunachal Home Commissioner C B Kumar, border affairs Director R K Sharma, IGP Arvind Deep and other high ranking government officials.

The Assam government was represented by Secretary (border areas) Gyanendra Tripathy, OSD (border areas) Dasrath Deka, Sonitpur DC Lolit Gogoi and other senior officers.

In a meeting at Naharjan LP School in neighbouring Sonitpur district of Assam, the local representatives called for maintaining status quo after showing banners to register protest.

The boundary dispute arose because of the 1951 notification on the basis of one-man Bordoloi Committee report that demarcated the boundary between Assam and Arunachal Pradesh which was ab initio rejected by the later.

As the boundary issue has been agitating the minds of the people of both states despite their age-old cultural relations, the Supreme Court had on September 25, 2006 appointed justice (retd) SN Vairava to be assisted by two other members with specific direction that the panel shall identify the boundaries between Nagaland, Assam and Arunachal Pradesh.

Justice Vairava later opted out as the commissioner and he was replaced by Justice Chatterjee on January 20, 2010.

However, at that time, the apex court made it clear that it was not a boundary commission as postulated in the Constitution but only a local commission.

A meeting was held between the Local Commission and Arunachal government on August 1, 2007 here during which the state government had submitted that it would make a proposal once again to the Assam government for adjustments in the boundary taking into consideration the ground reality. However, on the basis of submission by the state government for ground inspection, a map was drawn at the directive of the commission and the present team is on a mission to study the ground reality.

The team was scheduled to visit Gumto and Kimin in Papum Pare district besides Dollungmukh in Lower Subansiri today while it would visit Likabali in West Siang district and Gerukamukh in Lower Subansiri before leaving for Guwahati the next day, sources said.

Meanwhile, All Pakke-Kessang Pijering Dissing Passo Students Union has written to chief secretary lamenting the fact that local boundary commission is not visiting the sensitive boundary areas like Dissing-Passo and Seijosa circles.

While urging the CS to direct LBC members to visit two mentioned circles, APPDSSU flayed the local MLA and ADC Seijosa for their alleged failure to take any steps to highlight boundary problems of Dissing-Passo and Seijosa circles.

The Wancho Students Union has also appealed to LBC to visit Longding district to inspect the Arunachal-Assam boundary problem.

The commission after visiting various disputed places for physical verification of the ground reality is expected to submit its final report on the basis of its finding to the Supreme Court for thrashing out an amicable and lasting solution to the contentious issue, sources added. Vikash Rally is election gimmick : BJP

ITANAGAR, Nov 13: The Bharatiya Janata Party (BJP), Arunachal Pradesh has termed the proposed Vikash Rally nothing but just mere election gimmick and an attempt to befool the people of the state at the cost of the state exchequer.

Addressing the presspersons today, state BJP president Tai Tagak said Trans Arunachal Highways, MNREGA and SPA funds is being misused by the state government time and again. There is no proper infrastructure in place and various projects including PMGSY is not being executed properly.

He advocated proper and holistic implementation of the National Food Security Act, 2013 in the state as it was launched following the basic feature of the Act, and demanded constitution of the State Food Commission and constitution of the District Redressal Cells across the state for implementation of the Act in letter and spirit. Tagak told that the development of the State is heading towards reverse direction and the huge debt liability of about Rs. 7,000 Crores created by the mis-rule of successive Congress Govt in the state is pushing the state towards terrible financial mess.

Party spokesperson Techi Necha while briefing the presspersons stated that due to the wrong policy adopted by the present ruling Congress Government under Chief Minister Nabam Tuki, the state is deprived of getting Air connectivity as proposed Greenfield airport at Karsingsa was arbitrarily shifted to Hollongi. He also alleged that as per informations obtained through RTI, the family member of sitting chief minister, member of western parliament constituency and a parliamentary secretary of present government will reap maximum benefit as they have amassed huge land at proposed airport site in Hollogi.

National General Secretary, Tapir Gao has said that the state BJP is emerging strong fast and becoming a party of technical men.

Meanwhile, in a surprising move recently retired SE PWD Er Tage Taki joined BJP today.

Also present in the press meet was State BJP vice president Katan Kamboh.

 

 

State NCP seeks disqualification of 4 defectors

ITANAGAR, Nov 13: Nationalist Congress Party (NCP) state President Gicho Kabak has lodged a formal petition to Legislative Assembly Speaker seeking disqualification of four MLAs of the party, who had defected to Indian National Congress during October last year.

He has filed the petition demanding disqualification of four legislators, namely Techi Kaso, Alo Libang, Bamang Felix and Ralom Borang as per the directive of the NCP’s central leadership under Article 2(I)(a) of the Tenth Schedule of Constitution.

The NCP MLAs had defected to INC on October 8, 2012 without fulfilling Articles 39 of the Constitution of Nationalist Congress Party, Kabak claimed in a release.

The state NCP hoped that the Speaker will use his own statutory power and uphold Article 191(2) and paragraph 2 & 4 of the 10th Schedule of the Constitution of India and the Members of Arunachal Pradesh Legislative Assembly (Disqualification on ground of defection rules) 1987. Kabak claimed that the National leaders in Delhi have already lost faith on tribal leaders of Arunachal Pradesh for frequently changing their party after election.

“State NCP will take further legal process or democratic movement if the Speaker fails to take legitimate action against the defected MLAs before December 15, 2013,” threatened Kabak.

 

 

Gold medal to ophthalmologists of Arunachal

ITANAGAR, Nov 13: Association of Community Ophthalmologists of India (ACOIN) has honoured state’s ophthalmologists with gold medal for their meritorious service.

State Programme Officer, National Programme for Control of Blindness (NPCB) Dr. Taba Khanna along with four senior and dedicated ophthalmologists of the state Dr. R Doye, Dr. Yater Ringu Darang, Dr. Beauty Borang and Dr. Lobsang Tsetim, Consultant Ophthalmologist of RK Mission Hospital, Itanagar have been awarded with gold medal in recognition of their untiring and dedicated eye care services under extreme conditions of Arunachal as well as for their active participation and academic contributions for growth of community Ophthalmology in North Eastern states.  The award was presented to the ophthalmologists by Dr. SC Jamir, Governor of Odisha during the Annual Conference of International Assembly of Community Ophthalmologists and Association of Community Ophthalmologists of India at Bhubneswar on November 10.

 

 

RB’s help sought for development of rubber plantation in Arunachal

ITANAGAR, Nov 13: Director of Trade & Commerce Tokong Pertin has urged the Rubber Board (RB) to extend technical guidance and financial support to the people of Arunachal Pradesh for development of rubber plantation.

Addressing an awareness workshop on rubber plantation at Kimin, Papum Pare yesterday, Pertin said that his department is committed to turning Arunachal Pradesh as one of the rubber hubs of North East region. Rubber plantation can change the economy of the state, he said, adding that the white gold has world-wide demand and can be marketed any time, as and when the rate of raw rubber is high in the market. He urged the participants to take maximum benefit from the expertise of the Rubber Board officers. PC Goswami, Deputy Rubber Production Commissioner said that the North East, including Arunachal Pradesh is ideal for rubber plantation. He agreed to train atleast 40 interested farmers of Kimin area on rubber plantation. He requested the Director Trade & Commerce to forward the names to the Rubber Board for imparting necessary technical training to the interested rubber farmers.

Former MLA Lokam Tado shared his experience of planting 2000 rubber budded stumps. He sought the guidance and advise of the visiting Rubber Board officials to manage and control disease in the rubber plants.

Bamang Mangha, Chairman, Kimin Kudh MPCS, S Modi, Deputy Director Trade and Commerce, B. Chakraborty, Assistant Development Officer, RBI, Nagaon and M Das, Field Officer, Field Station-Rubber Board of India, Biswanath Chariali were also present in the programme .

Around 60 farmers attended the programme which was organized jointly by the Rubber Board of India, M/s Kimin Kudh MPCS Ltd. and the Department of Trade & Commerce, GoAP.

Meanwhile, the Rubber Board Field Station-Extension Office, Itanagar was formally inaugurated by Pertin in the Directorate office of Trade & Commerce here today in presence of Goswami, other Rubber Board officials, rubber growers, officers and staff of the department.

Addressing the inaugural function, Goswami informed that M Das, Field Officer will be temporarily posted at Itanagar and he will be available on second and the last week of every month to cater to the needs of the local growers of the State till a regular official is posted.

While appreciating the enthusiasm and interest shown by the State govt and rubber farmers of Arunachal Pradesh, he extended full support from Rubber Board’s end to make rubber cultivation in the State a grand success.

 

 

Governor, CM greet Children on Children's day

ITANAGAR, Nov 13: Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki greeted the people – especially children – of the state on eve of Children’s Day celebration across the country tomorrow.

In his message, Governor said that celebrating Children’s Day is about giving children their rights to enjoy and grow into healthy and educated citizens. He called upon the people to pledge to give the children their rights to education, health care, equal opportunity to excel, to express his or her opinion and freedom from want.

The Governor also appealed to every citizen of the State to uphold the spirit of the celebration and take special care towards the children, who are the future, foundation of a prosperous nation.

In his message, Tuki reiterated that Children's Day is to remind all young and adults about children’s right to enjoy their childhood without any boundaries and to be educated adult in the future.  “The values and disciplines learned as a child are responsible for the kind of adulthood one has. Thus childhood is special and should be celebrated,” he said.

The Chief Minister also remembered Pandit Jawaharlal Nehru, first Prime Minister of India, whose birth anniversary is celebrated as Children’s Day for his love and concern for children.

“We cannot hide the fact that many children in the country are not getting basic privileges like education. Many children are earning money instead of playing with toys. The true essence of children's day is to understand the significance of childhood in our lives,” the Chief Minister observed and added that only when basic rights to education and a healthy life is assured to children, the dream of Pandit Nehru will be fulfilled.

BASAR, Nov 13:  The three pillars of democracy should go hand in hand to fulfill the aspirations of the people, opined Chief Minister Nabam Tuki.

Addressing a public meeting at Gori Football Ground here after inaugurating a new Circuit House and laying the foundations of division office of power department, multipurpose cultural hall, solid waste management and Model Degree College here yesterday, Tuki lauded the local MLA, the executing agency and people of Basar for utilizing the fund for creating permanent assets. Tuki said that the four sanctioned projects running into Rs. 67 crore at the initial stage is seen as a major breakthrough in the development of Basar township.

The Chief minister said that Government will decide on creation of the proposed Lower Siang district on the basis of the report to be submitted by the Cabinet Committee constituted for the purpose.

He also highlighted various innovative measures taken by his Govt. to ameliorate the condition of govt. servants, women, unemployed youth and sportsperson of the state.

While responding to the 9-point memorandum submitted by Hengi Riba, Dari ZPM and Gojum Basar Secretary, APCC for Basar pertaining to black-topping of Dari-Koyu Road, creation of separate CD Block for Dari, police outpost, creation of administrative circle at Sago, up gradation of Basar CHC to Referral Hospital, up gradation RWD subdivision to full fledged division, earmarking of Rs.1 crore for creation of infrastructures  for newly established Power Division, up gradation of Gori Middle School to Secondary, Cultural Heritage cum Prayer Hall and a package to the tune of Rs. 4 crore for improvement of  Basar township, the Chief Minister assured to take up the matter from available resources from NEC/CRF.

He appealed to the people and all PRIs and Govt officers to attend the Vikas Rally at Itanagar to know the achievements and mission of the Govt. in detail.

Speaking on the occasion, Lok Sabha Member Takam Sanjay said that the daylong hectic activities at Basar are reflective of the way the town is surging ahead in the path of development. He said that the three MPs of the state are working as a team to address issues of central schemes and funding for the state. Trans Arunachal Highway is a vital link for the people of our state, he said and urged people to cooperate with the executing agencies for timely completion of it.

Supporting the nine-point memorandum placed by the people of Dari and Basar, local MLA Gojen Gadi said that the demands are quite genuine to fulfill the aspirations of the people and Govt. is working on better devolution of power to the PRIs and they should work hand in hand with the elected representative to bring development to the door steps of the people.

“What we want today is visible development and that is possible with cooperation of the people,” he said.

Speaker inaugurates cultural hall

KHONSA, Nov 13: A community cum cultural hall was inaugurated by Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong at Pullong village, about 20 km from here amidst a huge gathering yesterday.

While lauding the RWD department and the contractor for the timely and efficient execution of the construction work, Lowangdong asked the villagers to take proper care of the hall.

While informing that Pullong was one of the leading producers of orange along with Kaimai village in Tirap district, he urged the agriculture and horticulture departments to initiate schemes for large scale orange plantation in those two villages. He asked the villagers to help themselves without being too dependent on government by working hard saying that there was no substitute for hardwork.

He told the villagers that he was working hard to solve the water scarcity problem in Pullong and nearby villages and appealed them to extend their fullest co-operation to the government departments for smooth execution of the various government schemes.

Lowangdong assured all possible help and support from his side for overall development of the village.

Tirap ZPC Chawang Lowang urged the agriculture and horticulture departments to take up orange plantation at Pullong village as the climate and topography there were conducive. He , on behalf of the Pullong villagers, also urged the Speaker to take up the water supply project on priority.

Tirap Deputy Commissioner Kamlesh Kumar Joshi said that his office and other government departments are always ready to extend help to the villagers. He asked the HoDs to inspect the activities of their respective departments to ensure proper functioning and for taking punitive measures wherever it is required.

While replying to the public memorandum, the DC assured to initiate suitable action wherever feasible.

Tirap SP Vikramjit Singh asked the villagers not to pay unwarranted taxes to unscrupulous people and described Tirap as a blessed land where any crop can be grown provided the villagers put in the much-needed effort.

Earlier, the  panchayat leaders, youth secretary and other village leaders appreciated Lowangdong for ushering in unprecedented all round development in Pullong village and they all reposed their unflinching faith in his leadership.

The villagers also submitted a public memorandum to the Speaker on the occasion.

The inaugural function was attended by HoDs, PRI leaders, chiefs and GBs from nearby villages and public leaders.

The community-cum-cultural hall has been constructed under SPA [Art and Culture] by RWD at an estimated cost of Rs 50 lakhs. DIPRO

 

 

Sanitation scenario in West Siang ‘horrible’: DC

AALO, Nov 13: In its effort to prepare comprehensive City Sanitation Plan, including Septage management system for Aalo township, a workshop was held in the Conference Hall of the West Siang Deputy Commissioner here yesterday.

Chairing the meeting, Deputy Commissioner cum Chairman City Sanitation Task Force (CSTF) MK Sahoo said that the sanitation scenario in the district is horrible and deaths due to health hazards in the far flung area like Monigong Circle are directly linked to sanitation problem.

The effort through urban Development and Housing department with inputs from the consultants from outside should translate the vision of sanitation into action, he said. “This plan is a part of the sustainable development and it should benefit the future generation,” he said, adding that team effort was the only mantra to achieve sanitation for all by 2025.

In her key note address, Deepa Tripathi disclosed that five urban towns of Arunachal have been adopted first and preliminary survey has been started from Aalo.

Informing that sanitation strategy is yet to be prepared in Arunachal, she laid stress on safe and scientific management, formulation of vision documents, support CSTF in launching of 100% sanitation campaign, awareness generation and conducting consultations to ensure community participation. Dr. Pal dwelt at length on technological aspects for sanitation.

Earlier, Marconi Potom, Deputy Director, Urban Development and Housing spelt out the aims and objective of the workshop. The participating officers and representatives from various colonies and markets also forwarded their valuable suggestions and most of them preferred decentralized sanitation and feasibility through survey works. Members resign protesting removal of BCC president

RUKSIN, Nov 13: Resenting over unceremonial removal of their Block Congress Committee (BCC) president Takir Kakki, six executive members of Nari-Koyu BCC, including vice president Rari Riba and general secretary Pakyor Koyu have tendered resignation from their respective port-folios.

The Arunachal Pradesh Congress Committee (APCC) by an order No.APCC/BCC/36-NK/2013 dated 11/11/ 2013 discharged Nari-Koyu BCC president and substituted one Tumbom Riba in his post.

The BCC executives, who have tendered resignation, alleged that the APCC has not followed disciplinary rules as per INC party constitution. They mull an active political wheeling-dealing in the reconstitution of the BCC.

The APCC general secretary cum in-charge of East Siang district, Minkir Lollen, when contacted, said that he was unaware of the matter.

According to him, the APCC has decided to reconstitute the BCCs for smooth conduct of the organization in its grassroots level.

Angry over the alleged illegal removal of the BCC president the agrieved BCC leaders have decided to move AICC against the APCC decision.

President Kakki was elected as ZPM of Koyu block under Nari-Koyu constituency and taking up various local problems before the state government.

 

 

Tachung Dupit wins title

ITANAGAR, Nov 13: Tachung Dupit won the 5th State Level Chess Championship-2013 which concluded at Yazali, Lower Subansiri district yesterday.

Tachung, who plays under19-year category, stunned every player he faced in the championship. He earned 8 points from nine matches.

He was also adjudged as “Unrated Player of the Tournament.”

He finished second in the 5th North East Chess Tournament held at Gangtok, Sikkim in 2012 in boys U-19 category.

Defending champion Bharat Linggi and Hage Lassa finished second and third respectively.

While Jaro Dai of East Siang was adjudged the ‘Veteran Player’ Joram Mayu of Lower Subansiri was declared as ‘Women Unrated Player of Tournament.’

Nich Nanu and Martina Nilling won the Girls U-19 and U-11 titles respectively. Tadam Dupit finished second in Boys  U-11 category,

The closing ceremony was attended by Sports Authority of Arunachal vice chairman Likha Tara as chief guest. Speaking on the occasion, Tara appreciated the initiative taken by All Arunachal Pradesh Chess Association (AAPCA) to promote chess in the state and advised the players to maintain sportsman spirit and play and practice the game regularly for improving performance.

He advised the players that one should never feel disheartened by failure since failure is the stepping stone of success. He advised them to maintain strict discipline and practice hard to achieve success.

Tara presented track suit to top four winners as a token of encouragement. He also assured AAPCA of all possible cooperation and help from sports authority.

AAPCA president Niapung Konia also spoke on the occasion and emphasized on the need to teach and encourage the children to play chess at young age.

He informed that AAPCA is organising the 7th North East Chess Championship in the state capital from January 29 next. AAPCA Secretary Tamchi Kache also spoke and highlighted the various achievements of the AAPCA since its formation in year 2007.

Organising Committee chairman Gem Taje and All Lower Subansiri Distrist Chess Association president Nabam Chada also spoke on the occasion.

Altogether 72 players from different various district participated in the tournament which was organized by All Lower Subansiri District Chess Association.

 

 

BTFC defeat TNSC, regain top spot

ITANAGAR, Nov 13: Bamang Taji FC (BTFC) regained top position in Arunachal Football League table defeating Tugung Neri SC (TNSC) 2-1 at Rajiv Gandhi Stadium, Naharlagun today.

Pura Byai struck in 24th minute to give BTFC 1-0 first half lead. However, TNSC equalized in 74th minute through a powerful header from striker Drai Gobinso.

Tage Tath, who became the highest scorer in the recently held Veteran Cup football, scored the winner for BTFC in 78th minute taking the opportunity of a goal mouth melee.

BTFC are now at 6 points from three matches while Capital Complex are at second position with four points from two matches. The team has chance to regain top position if they can beat Todo United in tomorrow’s match.

Meanwhile, Arunachal Women Football Association has informed that Arunachal Under-16 Girls football team will be leaving here for Orissa on November 16 to participate in the national U-16 football competition.

The state U-16 team defeated the senior women team 4-0 in a practice match played earlier today.

Knock-knock APPSC…

Dear Editor,

Through your esteemed column I would like to draw the kind attention of Arunachal Pradesh Public Service Commission (APPSC), Chief Engineer, Rural Works Department and policy making bodies of concerned department, regarding recent advertisement for recruitment of Assistant Soil Conservation Officer (ASCO).

ASCO is a fully specialized post and need knowledge about soil science both theoretically as well as practically. Earlier there was an advertisement from concerned department for recruitment of senior soil conservation assistant which is lower post than ASCO, in which they have made soil science a compulsory but ironically, here in ASCO which is more specialized post, our APPSC have kept soil science as optional and that too is only in advertisement, in real there is no soil science paper. I have choosen soil science as option and when I asked for its syllabus they said there is no syllabus for soil science and I have to choose either Agriculture or Horticulture. We have studied Soil Physics, Soil Chemistry, Pedology, Land Degradation and its Management, Nutrient analysis in Soil as well as Plant etc in soil science but in syllabus they have included only agriculture and horticulture portion. I have done my graduation in agriculture and master degree in soil science and there are many candidates in Arunachal Pradesh like me. For ASCO, soil science paper should be made compulsory and all the candidates with degree in agriculture and allied courses should be kept eligible as they are also having soil science in their degree courses. Now it is my sincere request to concerned authorities that please tell us which optional subject we have to choose and why we are discriminated instead of giving advantage being an specialized in soil science. It is just like giving a Doctor Post to diploma holder and Laboratory technician post to MBBS degree holder. The reason behind it is conspicuous and doubtful.

Population control is must for better development

Dear Editor,

Through the column of your esteemed daily I would like to share some experience regarding over population. Every year we noticed increase in growth of India’s population.Uttar Pradesh is always ranked in no 1 position. In geography book we simply study UP as most populous state of India and never took it seriously. North Eastern states has less population in compare to mainland states.

When I go outside to buy or visit promnient places in UP, population is so high that in every place I have to wait for several hours. I practically feel the problems of overpopulation.

It is my earnest request to all the educated people,medical professions, NGO's of Arunachal Pradesh to educate iliterate people and implement family planning properly with wholeheartedly.

Pachin colony road need urgent attention

Dear Editor,

Through the columns of your esteemed daily, I would like to draw attention regarding the worsening road condition of Pachin colony, Naharlagun. This road is one of the worse roads I have ever seen in capital region. It’s really out of my understanding why concern authorities and local MLA is not worried about the said stretch of road. Does the people of Pachin colony belongs to other world? Since from the last two decade, the condition of this road has remained same. This road has never ever been be repaired by neither PWD & UD Dept nor any attention given by our local MLA's. Lastly I want to ask a question to the authorities concern, capital MLA, Ministers & Chief Ministers is it necessary to maintain those road and drainage which is already in good shape and neglect those bad road which need to be repaired at the earliest.

This is my honest request to the authorities, local MLA and newly elected Municipal Councilor, please see the grievances/problems faced by the people of Pachin Colony, Naharlagun.

DC Capital deserves respect and honour

Dear Editor,

This is in response to the news item published in todays edition of your daily regarding Itanagar Municipal Council member demanding transfer of Capital DC Sanjay Goel. Honestly I was not surprised to read the news. Ever since he took over as DC Capital Sanjay Goel has become major headache for those people who do not follow proper channel and indulge in illegal activities. He has managed to stop encroachment of govt land and also widened the national highway by removing illegal structure. He has always been very good towards poor and downtrodden tribal people of state. Most importantly despite taking over charge of DC capital in a difficult time, he has been able to curb down bandh culture with his tactful working style.

Person like DC Capital is true representative of union of India, who wants rule of law to prevail. Infact if Arunachal has another 10 IAS officer like Sanjoy Goel sir sure things will drastically change. He deserves some respect and honour. If we humiliate an honest officer like him, then how can we expect other officers to remain honest? Even if he is transferred out due to political compulsion his legacy will always be remembered. Thank you Sanjoy Goel for making Itanagar a ‘little bit better place’ to live.

Two states have to come together

After 51 days of captivity, NHPC General Manager Anil Kumar Agarwal was rescued from a dense jungle in the Assam-Arunachal border after an encounter with NDFB ultras, the Assam police source informed yesterday. Agarwal was rescued in a healthy condition from the jungle at Maldang late Tuesday night after the encounter between the joint police team and NDFB rebels in which four police personnel were injured. Agarwal the project head of Tawang hydro power project was kidnapped on September 21 last by militants of the Sangbojit faction of NDFB, when he was on way to Guwahati. Four motorcycle-borne insurgents had intercepted his vehicle at Charduar in Sonitpur district of Assam and took him away leaving his vehicle and the driver.

The Assam-Arunachal boundary areas are witnessing increase in criminal activities. The incident of kidnapping and loot are being reported on regular interval. Also it is seen that criminals from Arunachal uses neighbouring state as safe haven while on the other hand dense forest of Arunachal is being used by the ultras from Assam. It is a serious matter of concern for both the states. The government of two states should come together and formulate the policy to fight anti-social elements jointly.
