HC notice
ITANAGAR, Nov 13: The Itanagar Permanent Bench of Gauhati High Court (HC) has issued show cause notice to Union of India & Ors. for earth cutting and destruction of natural resources in the name of construction of road from Reru to Ring Road via Mide, Lower Subansiri without acquiring the community land and obtaining consent from the private/individual land owners.
This order has been passed by the HC on writ petition filed by Duyu Tayu @ Jimmy Duyu and others seeking halt in construction of the road from Reru to Ring Road via Mide under Lower Subansiri on the community and individual private land. The petition also appealed for action against the Executive Engineer,PWD, Ziro Division for ‘misleading’ the High Court as well as to direct the respondent authorities (Union of India & Ors) to give petitioners equitable share of the work in formation cutting of the construction of road from Reru to Ring Road via Mide.
The court after hearing the petition issued the notice returnable within three weeks.
ACWU extends support to AAPTWA
ITANAGAR, Nov 13: The Arunachal Construction Workers’ Union (ACWU) has extended its support to All Arunachal Pradesh Tribal Welfare Association (AAPTWA) in its movement for granting ST status to Mishing and Deori communities residing in the state.
In a release, it said, they should be granted ST status on humanitarian ground and for the feeling of oneness.
As per presidential order 1950, Deori and Mishings are Scheduled Tribes. They are not refugees like Chakma and Hajongs and foreigners like Tibetans and Bangladeshis. Arunachal Deoris and Mishings have the right to claim their constitutional rights, they said.
DC visits TAH construction work
SEPPA, Nov 13: East Kameng District Deputy Commissioner, Tarin Dakpe along with ADC and LRSO visited Bana inspected the on going construction works of the Trans Arunachal Highway (TAH) and instructed the executing agency to complete it within this winter.
During interaction, the DC instructed the executing agency to start the maintenance works of the existing road from Bana to Seppa which the latter had assured to complete within 10 to 20 days.
The DC also explained to the PRI members, GBs and senior citizens about the importance of early completion of the TAH. DIPRO
AAPYWA resents delay in construction of DC office
ITANAGAR, Nov 13: All Arunachal Pradesh Youth Welfare Association (AAPYWA) has questioned the delay in construction of office of the Deputy Commissioner, Capital Complex at Naharlagun even after one years of dismantling of the old office.
“The present DC office here is not convenient for public and the road is also not suitable as it is very narrow and is not comfortable for transportation. It is also risky for the school going children of Gyan Ganga School,” said AAPYWA in a release.
Seeking to know the reason for the delay within 30 days, the association threatened to launch democratic movement if the CS fails to come up with a reason within the timeframe.

CHANGLANG, Nov 13: District Level Monitoring Committee meeting held here today reviewed implementation of various ongoing centrally sponsored schemes, like NLCPR, NEC, RIDF, BADP, SPA and MSDP etc. in Changlang.
Presiding over the meeting, Deputy Commissioner Chanchal Yadav stressed on proper implementation and timely completion of all the schemes by maintaining quality in work.
Touching upon agriculture sector, she emphasized on double cropping system for increase in production and economic benefit. She also informed that disability certificates will be provided to identified PWD persons on November 14 so that they can avail the benefits under the Chief Minister’s Disability Pension Scheme. The children with special needs will also be provided with spectacle and other assistive devices.

ITANAGAR, Nov 13: The general body meeting of Upper Subansiri Christian Forum (USCF) was held at Town Baptist Church, Tapang Gyama Colony, Daporijo on November 11.
The meeting chaired by USCF president Chapu Makcha and attended by delegates from various denominations, including Christian Revival Church, Baptist Church Bn. However, at that time, the apex court made it clear that it was not a boundary commission as postulated in the Constitution but only a local commission.
A meeting was held between the Local Commission and Arunachal government on August 1, 2007 here during which the state government had submitted that it would make a proposal once again to the Assam government for adjustments in the boundary taking into consideration the ground reality. However, on the basis of submission by the state government for ground inspection, a map was drawn at the directive of the commission and the present team is on a mission to study the ground reality.
The team was scheduled to visit Gumto and Kimin in Papum Pare district besides Dollungmukh in Lower Subansiri today while it would visit Likabali in West Siang district and Gerukamukh in Lower Subansiri before leaving for Guwahati the next day, sources said.

Vikash Rally is election gimmick : BJP
ITANAGAR, Nov 13: The Bharatiya Janata Party (BJP), Arunachal Pradesh has termed the proposed Vikash Rally nothing but just mere election gimmick and an attempt to befool the people of the state at the cost of the state exchequer.

State NCP seeks disqualification of 4 defectors
ITANAGAR, Nov 13: Nationalist Congress Party (NCP) state President Gicho Kabak has lodged a formal petition to Legislative Assembly Speaker seeking disqualification of four MLAs of the party, who had defected to Indian National Congress during October last year.
He has filed the petition demanding disqualification of four legislators, namely Techi Kaso, Alo Libang, Bamang Felix and Ralom Borang as per the directive of the NCP’s central leadership under Article 2(I)(a) of the Tenth Schedule of Constitution.
The NCP MLAs had defected to INC on October 8, 2012 without fulfilling Articles 39 of the Constitution of Nationalist Congress Party, Kabak claimed in a release.
The state NCP hoped that the Speaker will use his own statutory power and uphold Article 191(2) and paragraph 2 & 4 of the 10th Schedule of the Constitution of India and the Members of Arunachal Pradesh Legislative Assembly (Disqualification on ground of defection rules) 1987. Kabak claimed that the National leaders in Delhi have already lost faith on tribal leaders of Arunachal Pradesh for frequently changing their party after election.
“State NCP will take further legal process or democratic movement if the Speaker fails to take legitimate action against the defected MLAs before December 15, 2013,” threatened Kabak.

Governor, CM greet Children on Children's day
ITANAGAR, Nov 13: Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki greeted the people – especially children – of the state on eve of Children’s Day celebration across the country tomorrow.
In his message, Governor said that celebrating Children’s Day is about giving children their rights to enjoy and grow into healthy and educated citizens. He called upon the people to pledge to give the children their rights to education, health care, equal opportunity to excel, to express his or her opinion and freedom from want.
The Governor also appealed to every citizen of the State to uphold the spirit of the celebration and take special care towards the children, who are the future, foundation of a prosperous nation.
In his message, Tuki reiterated that Children's Day is to remind all young and adults about children’s right to enjoy their childhood without any boundaries and to be educated adult in the future. “The values and disciplines learned as a child are responsible for the kind of adulthood one has. Speaker inaugurates cultural hall
KHONSA, Nov 13: A community cum cultural hall was inaugurated by Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong at Pullong village, about 20 km from here amidst a huge gathering yesterday.
While lauding the RWD department and the contractor for the timely and efficient execution of the construction work, Lowangdong asked the villagers to take proper care of the hall.

Sanitation scenario in West Siang ‘horrible’: DC
AALO, Nov 13: In its effort to prepare comprehensive City Sanitation Plan, including Septage management system for Aalo township, a workshop was held in the Conference Hall of the West Siang Deputy Commissioner here yesterday.
Chairing the meeting, Deputy Commissioner cum Chairman City Sanitation Task Force (CSTF) MK Sahoo said that the sanitation scenario in the district is horrible and deaths due to health hazards in the far flung area like Monigong Circle are directly linked to sanitation problem.
The effort through urban Development and Housing department with inputs from the consultants from outside should translate the vision of sanitation into action, he said. “This plan is a part of the sustainable development and it should benefit the future generation,” he said, adding that team effort was the only mantra to achieve sanitation for all by 2025.
In her key note address, Deepa Tripathi disclosed that five urban towns of Arunachal have been adopted first and preliminary survey has been started from Aalo.
Informing that sanitation strategy is yet to be prepared in Arunachal, she laid stress on safe and scientific management, formulation of vision documents, support CSTF in launching of 100% sanitation campaign, awareness generation and conducting consultations to ensure community participation. Dr. Pal dwelt at length on technological aspects for sanitation.
Earlier, Marconi Potom, Deputy Director, Urban Development and Housing spelt out the aims and objective of the workshop. Dear Editor,
Through your esteemed column I would like to draw the kind attention of Arunachal Pradesh Public Service Commission (APPSC), Chief Engineer, Rural Works Department and policy making bodies of concerned department, regarding recent advertisement for recruitment of Assistant Soil Conservation Officer (ASCO).
ASCO is a fully specialized post and need knowledge about soil science both theoretically as well as practically. Earlier there was an advertisement from concerned department for recruitment of senior soil conservation assistant which is lower post than ASCO, in which they have made soil science a compulsory but ironically, here in ASCO which is more specialized post, our APPSC have kept soil science as optional and that too is only in advertisement, in real there is no soil science paper. I have choosen soil science as option and when I asked for its syllabus they said there is no syllabus for soil science and I have to choose either Agriculture or Horticulture. We have studied Soil Physics, Soil Chemistry, Pedology, Land Degradation and its Management, Nutrient analysis in Soil as well as Plant etc in soil science but in syllabus they have included only agriculture and horticulture portion. I have done my graduation in agriculture and master degree in soil science and there are many candidates in Arunachal Pradesh like me. For ASCO, soil science paper should be made compulsory and all the candidates with degree in agriculture and allied courses should be kept eligible as they are also having soil science in their degree courses. Now it is my sincere request to concerned authorities that please tell us which optional subject we have to choose and why we are discriminated instead of giving advantage being an specialized in soil science. It is just like giving a Doctor Post to diploma holder and Laboratory technician post to MBBS degree holder. The reason behind it is conspicuous and doubtful.

Population control is must for better development
Dear Editor,
Through the column of your esteemed daily I would like to share some experience regarding over population. Every year we noticed increase in growth of India’s population.Uttar Pradesh is always ranked in no 1 position. In geography book we simply study UP as most populous state of India and never took it seriously. North Eastern states has less population in compare to mainland states.
When I go outside to buy or visit promnient places in UP, population is so high that in every place I have to wait for several hours. I practically feel the problems of overpopulation.
It is my earnest request to all the educated people,medical professions, NGO's of Arunachal Pradesh to educate iliterate people and implement family planning properly with wholeheartedly.

Pachin colony road need urgent attention
Dear Editor,
Through the columns of your esteemed daily, I would like to draw attention regarding the worsening road condition of Pachin colony, Naharlagun. This road is one of the worse roads I have ever seen in capital region. It’s really out of my understanding why concern authorities and local MLA is not worried about the said stretch of road. Does the people of Pachin colony belongs to other world? Since from the last two decade, the condition of this road has remained same. This road has never ever been be repaired by neither PWD & UD Dept nor any attention given by our local MLA's. Lastly I want to ask a question to the authorities concern, capital MLA, Ministers & Chief Ministers is it necessary to maintain those road and drainage which is already in good shape and neglect those bad road which need to be repaired at the earliest.
This is my honest request to the authorities, local MLA and newly elected Municipal Councilor, please see the grievances/problems faced by the people of Pachin Colony, Naharlagun.

Ever since he took over as DC Capital Sanjay Goel has become major headache for those people who do not follow proper channel and indulge in illegal activities. He has managed to stop encroachment of govt land and also widened the national highway by removing illegal structure. He has always been very good towards poor and downtrodden tribal people of state. Most importantly despite taking over charge of DC capital in a difficult time, he has been able to curb down bandh culture with his tactful working style.
Person like DC Capital is true representative of union of India, who wants rule of law to prevail. Infact if Arunachal has another 10 IAS officer like Sanjoy Goel sir sure things will drastically change. He deserves some respect and honour. If we humiliate an honest officer like him, then how can we expect other officers to remain honest? Even if he is transferred out due to political compulsion his legacy will always be remembered. Thank you Sanjoy Goel for making Itanagar a ‘little bit better place’ to live.
